If freedom of speech is crucial in a democracy, where should we draw the line when it comes to hate speech and misinformation?

If the speech is directly threatening someone or something, I think it can be considered hate speech. Misinformation can be drawn when it is directly opposite of what the government is stating.

So if it goes against government its wrong. For some reason that doesn't sound right
